With reference to para. 6 of the letter from the Governor of Hongkong, I am of opinion that it is useless to try to deal with Hongkong amang Labour. In the first place contracts have been abolished with China immigrants as per July 1st 1914. In the second place, the guarantee referred to in the Govern's letter has in effect been given.
The late Mr Barnes on his visit to Hongkong in 1906 arranged that only immigrants from Hoiping, who had passed the examination of the Registrar General and whose names were on the list of "assisted immigrants," should be placed in the immigration depôts in the Colony as immigrants (with the exception of those on the S.S. who signed labor contracts). This arrangement has been modified in one respect: I have ascertained from the Registrar General that his government has agreed to my suggestion that under the provisions of the Chinese Immigrants Ordinance, immigrants recruited in China by "coolie" brokers and smuggled out of Hoiping without passing through his department, provided that I report such cases to the depot, may be admitted.
I may further state that this arrangement has been found satisfactory by the Hongkong Government.
It is probable that from time to time some immigrant from Hoiping does sign a contract under the S.S. Protection Ordinance within 6 months of his arrival in the S.S. These men will, with four exceptions, fall...
