With reference to para. 6 of the letter from the Governor of Hongkong, I am of opinion that it is useless to try to deal with Hongkong amang Labour. In the first place contracts have been abolished with China immigrants as per July 1st 1914. In the second place, the guarantee referred to in the Govern's letter has in effect been given.
